I'm having trouble accessing win2000 servers in an NT4 domain. I'm
thinking its a netbios problem, but I'm not sure where to look.

If I use IE I can access the servers if I substitute the IP address,
but not by netbios name.

Any suggestions? I'm assuming that I have something set wrong (or not
set up) on the 2000 servers.

use lnhost file, add name and ip address and enable lmhost
lookup from tcp/ip properties, advanced tab, and import
file

Do you mean that you nt clients are not accessing your nt 2000 domain?

nbtstat -A <ip address>
nbtstat -a <computer name>

From workstation to server. What happens?
Is WINS running?
