trouble opening attachments

Can anyone help me get rid of whatever Outlook Express is
using to prevent me from opening what it
considers "unsafe" attachments. I know what is being
sent and who is sending it, but OE blocks me from opening
it.

Tools-> Options-> tab Security-> option Do not allow attachments...

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
