trouble faxing

I am trying to use the fax feature on my computer and I have a few questions.
When do I use 'dialing rules', when not? We have high speed internet,
should I be hearing a dialing out for fax?
I am not having any luck with this and would appreciate any help I can get.

My fax just sits in the outbox

Do you have a fax modem installed and connected to a phone line? You can't
fax over a broadband connection in XP without 3rd party internet fax
software.
 
I just used the installation wizard on the computer to install the fax. Will
that work, or do we physically need to buy software? I now tried to plug the
phone line directly into the computer as per some other advise I got from a
co-worker. I see it tried to go out, (the phone line was in use), but didn't
go. A display message on the phone says, check phone cord.
Am I any closer?

You may be closer.

Windows XP Fax Services is not the most robust application, and may not
work with any particular modem. See
http://members.shaw.ca/bsanders/FAQFAX.htm especially #12

That said, you seem to have done the right things so far. What type of
"high speed internet" do you have? If it's DSL, you will need filters
on the phone line to separate the DSL signals from the phone/fax signals.

It's not clear why your phone should be giving you an error message.

Important: are you in an office or at home? Many offices have digital
telephone systems. If this is the case, you may have damaged the modem,
your telephone system, or both by attempting to connect an analog modem.

If you are trying this in an office, and you don't know whether the
system is digital or analog (or don't want to ask), post back with the
make and model of the telephone, and perhaps we can figure it out.

Assuming that you are at home, or at least have a "plain old telephone
system", try the following:

Disconnect everything from a wall telephone outlet, including the line
to your DSL modem (if that's what you have) and any telephone connected
to that outlet.

Now connect a telephone cord between the wall outlet and your computer's
modem's input jack. To be sure that there is no physical problem with
the phone cord, try using one that you know is good (e.g., disconnect it
from a telephone that works).

Now try faxing. If still no joy, post back and include:

What version of Windows you are using (XP Pro/Home/MCE/service pack
1/service pack 2)
The make and model of your fax modem (if it's an internal modem, you
should be able to find info from Device Manager)
The type of Internet connection you have
