Trouble downloading files via IE

When I tried to download Adobe Acrobat Reader, it never
downloads, lower left of IE states "Done" yet I was never
asked where I would like to save the setup.exe file.
Adobe Reader current version is on my computer and if I
open an Adobe document saved to my harddrive, Adobe
launches and opens the file without trouble. Hence, no
association problem.
Example # 2, when I try to download my brokerage
statements, credit card statements, or turnpike
statements, they never open or offer to save.
I have had the computer for 4 years and have been able to
download all of these things many times before. I am
thinking that some type of Internet Options, Security
issue is turned on which is blocking my ability to
accomplish the above. I don't have a firewall or virus
protection running.
 
You appear to be talking about two different problems.

1. If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

2. For most other files:
You set this for each file type, e.g. for .zip
Explorer-View-Folder Options-File Types
Find the .zip association (may be WinZip File)
Edit, (or click Advanced on ME or XP) and check the "Confirm open
after download" box

The path to Folder Options may vary according to your operating
system. It may be:
Explorer-View-Folder Options
Explorer-Tools-Folder Options
Start-Settings-Folder Options
Start-Settings-Control Panel-Folder options.
