that Windows cann't find 'secpol.msn' the Admin/local users isn't set up in
our office so I should have access to diable my UAC correct. Please tell me
how to do this

Hello,

for me it is working fine. Try gpedit.msc -> Windows Settings -> Security
Settings -> Local Policies -> Security Options -> User Account Control: ...

OP did not state (or I missed it) what the operating system is. In Vista
Home I am pretty sure gpedit and secpol are not available.

If you are using the Home Basic or Home Premium version of Vista, these 2
versions do have the GPEdit.msc or SecPol.msc utilities.

If you are in an office, network environment, it may also be that the system
administrator has disabled these programs.

If you are using a standalone system and are logged on with an Administrator
account, you can disable UAC in Control Panel/User Accounts or using the
Msconfig component.
