Trouble connecting to websites

I've had this problem before....

I open up IE and go to favorites and choose a favorite... Next, I press
ctrl+o (to open up a new link) and type in the URL for the website... Next
thing you know, IE locks up.... I put the address in the address bar and it
takes 10 minutes to conneto to the site... I'm running Win XP SP2, and on a
cable connection... I can't remember what I was told to do to fix this
problem from before. Can someone please help? Thanks?

First eliminate any scumware.

This is over a fresh instal of windws? I haven't visited any sites to gain
any spyware.
I can't even get my webroot's Spy Sweeper program installed, because I can't
open up the www.webroot.com manually... I either have to open up a Favorites
link, or click on a link provided to me by somone.... I've had this problem
before, and a MS Tech helped me over the phone, but I can't remember how I
got his help or his number....
