TrojanStartPage Virus

My msconfd.dll file is infected with the Trojan.StartPage virus. Norton Anti Virus can't fix it even after starting in safe mode. Any ideas or can I simply delete it?

1.. Disable System Restore (Windows Me/XP).
2.. Update the virus definitions.
3.. Restart the computer in Safe mode or VGA mode
4.. Run a full system scan and delete all the files detected as
Trojan.StartPage.
5.. Reset the Internet Explorer home page.

Thanks but I still am unable to delete the file. Any suggestions on how to delete it
