Turning icon blue is related to using Terminal Services and services relying on them (i.e. Remote Desktop, Remote Assistance or Fast User Switching).

It's a known effect when the PC is used with Remote Desktop, or Fast User Switching. It seems to have no meaning or implication. Just one of those things.
