Transparent Slide Background

I like to have a fairly-transparent picture as my slide background on all
slides.

I do this though the Slidemaster, Background Styles, Format Background...
then I increase the Transparency.

What happens is if I save and close the presentation and reopen it the slide
background is no longer transparent (it resets back to 0%)

Yeah, you can't really have a transparent background on your slide, and I
don't know why PPT allows this. It's annoying.

You could add your picture to a slide (not as a background) and apply the
transparency. Then right-click and Save as Picture. You can use that new
image as your background.
