Is there a program that will translate English to Mandarin Chinese and back
again.

It need to translate into the original character set.

No idea, but your best chance of getting a useful answer would be to ask in
the word.international.features or word.spelling.grammar group (as a
cross-post). don't get your hopes up too high,
however. The results of program translation even between IndoEuropean
languages is still "good for a laugh", but of limited usefulness. I can
hardly imagine it would be possible for the combination you're looking for.
But it can't hurt to ask...
