Transferring xp licence from an laptop to one that has win98 SE

Retired an old Dell Latitude and want to take the license
on XP to another laptop that is using 98 SE. Need help on
how to contact microsoft and change the License #. Heard
it can be tricky but,aould appreciate and advise.

Nothing tricky at all but if the version installed to the laptop was an OEM
version then you can not transfer the license to any other system. That is
the licensing agreement with OEMs. They are tied to the first system they
are installed to. However if the version is not an OEM then you can easily
transfer the license. Remove XP from the old system by formatting the drive.
Install XP on the other laptop. You will be informed that you need to
activate. Try activating on line. If you get a message stating that the
Activation Center can not be reached then use the option to activate by
phone. Follow the phone instructions.

Assuming a retail license (OEM licenses are not transferable),
simply remove WinXP from the computer it is currently on, and install
it onto the new one. If it's been more than 120 days since you last
activated that specific Product Key, you'll most likely be able to
activate via the Internet without problem. If it's been less, you
might have to make a 5 minute phone call.
