I want to transfer licenses between two machines.
Can someone please help me figure out how to do it?

Please clarify your meaning of "transfer". Do you wish to
remove Windows XP from one computer, then install it on
another computer? Or do you wish to swap Product Keys?

The latter. I have a Windows XP Professional key
on my laptop and a Windows XP Home key on my desktop.
I would like to avoid having to reinstall everything!!!
Is there a way to swap the keys? Thanks, Tony.

Well, Windows XP Home and Windows XP Professional keys are NOT
interchangeable - not to mention that since one is a laptop, it is LIKELY
that the copy of Windows XP on the laptop is OEM - which means (legally -
according to the EULA) it is attached to the first computer it was installed
and activated on.

There are also some features Windows XP Professional has that Windows XP
Home does not - mostly concerned with networking and "corporate" use.

The only way to "swap" would essentially be a "from scratch" install.
Theoretically, if NEITHER copy is OEM and your XP Professional copy is a
RETAIL and/or an UPGRADE version, you could use your Windows XP Professional
CD to upgrade your desktop machine - AFTER you uninstall (wipe) the copy on
your laptop - then you only need to install XP Home on your laptop.

What's killing you is the EULA and the possible differences in RETAIL vs OEM
and the differences between HOME and PROFESSIONAL. Your BEST choice in my
opinion? Buy a copy of Windows XP Professional upgrade version and upgrade
your XP Home machine to XP Pro. That way - you don't (theoretically) lose
any data, and you spend the minimum amount of time and money.
