Transfering Mail account

How do I transfer Windows Mail account content(contacts, messages) from one
account to another on the same computer?

If you mean from another user account then go to File | Export | messages in
the one account and import from the other. However, if you want the same
settings and contacts, you'll have to export the registry keys and then
import them. See www.oehelp.com/backup.aspx and the section on Windows
Mail.

The easiest way is to use this free third party utility:

It doesn't transfer contacts, but you can simply copy the
C:\Users\username\Contacts folder from one user to the other
