transfering formulas to new columns

I want to automate the creation of formulas in columns so that if cell b3 is determined by the value of cell b10 then cell c3 will have the same relation with c10 etc. How do i create a new column like this?

When you copy the formula in B3 to C3, it should be looking at C10, unless
the cell reference is absolute ($B$10). To copy, select B3, then drag the
fill handle to the right. Or copy/paste. Or Move-drag it (dragging from
the edge of the cell) with the Ctrl key held.
