Greetings --
Assuming a retail license (OEM licenses are not transferable),
simply remove WinXP from the computer it is currently on, and install
it onto the new one. If it's been more than 120 days since you last
activated that specific Product Key, you'll most likely be able to
activate via the Internet without problem. If it's been less, you
might have to make a 5 minute phone call.
Here are the facts pertaining to activation:

My current computer with xp home has died. I've purchased a new
computer that will have xp home installed. I would like to install
the xp home upgrade disk that was installed on the computer that died
on another system I have that has windows ME on it. What do I need to
do to be able to install the upgrade on a different computer now that
the other one is no longer working? Thank you.
