Transferred a working Outlook 2003 Personal Folders to a new computer. I
carefully followed the steps in the Knowledge Base article. However, it is
not fully functional.

For instance, in updating a Distribution List when I click on Select Members
I get the following… “The address list could not be displayed. The Contacts
folder associated with this address list could not be opened; it may have
been moved or deleted, or you do not have permissions. For information on how
to remove this folder from the Outlook Address Book …†(I don’t want to do
that.) When I click on OK the Select Address dialog box comes up but it’s
completely empty.

I get the same result when I click on the To button in composing a new
message.

At a loss. Any suggestions?

Transferring your data does not configure the Outlook Address Book Service.
You still need to do that.
If, in fact, you transferred your data correctly (and we have no idea which
instructions you followed), all you need to do is enable your current
Contacts Folder as an email address book in its properties.

You migrated your data incorrectly. See
http://support.microsoft.com/kb/287563/en-us

Not necessarily. Even when data is migrated correctly, the Outlook Address
Book loses track--just another of Outlook's special features we all love so
much.

I've tried and checked all the settings recommended so far. Everything was
already checked that should have been.
The problem still exists.
For transferring using Outlook 2003 I exported from the old computer a .pst
file (not Read only) on a CD. Then imported that file onto the new system
using Outlook 2003.

Then why did you say you followed the instructions to migrate data
correctly? In no way did you migrate data correctly.

Migrate your data correctly, then follow the instructions we've posted. You
will likely need to create a new Outlook profile from scratch to undo the
damage. I still have no idea what instructions you followed, but the correct
instructions are in the Help file:
