Transfer data from outlook express to outlook

I have tried everything I can think of to take the
message data from express to Outlook, but nothing works.
Presently I have a CD with all of my outlook express
messages in .dbx form, but the import function on Outlook
won't accept them.

I have another disc with the whole file on it (.rst) but
it won't allow me to access it..(I don't have authority
to access it.)

Error.. It is a .pst file I can't read, and the Outlook
Express data is on another computer running Win 2000.
The new one is on XP
