transfer a 2000 database to 2003 - you do not have permissions

I recently upgrades to XP with Office 2003. A user has a database built in
2000, but when I try and run it on the Office 2003. I receive an error
message saying "You do not have the necessary permissions to use (file path
name). Have your system administrator or the person who created this object
establish the appropriate permissions for you."

Sounds like it has been secured and you are not invoking the correct
workgroup. More infor required - did you originally join a custom
workgroup, did you usually open the app using a shortcut and if so what was
on the command line, that sort of thing.

What is funny is I recently upgrades one of our computers using the CD disks
- the other computer received a Ghosted Image (not created by me) and in the
first computer the database form opens fine - in the 2nd is when I receive
the error message. As for the workgroup there is only one file that we use a
..mdw workgroup - I made sure to join that under Workgroup administrator. As
for opening they would enter access and open or from a shortcut. One on a
desktop and one on a network. I am unsure beyond uninstalling and
reinstalling the office pro.

when I have the error message. As for user level authentication we use a .mdw
file and we only have one. As for joining a custom workgroup - no. We
usually will open either through access open or a shortcut on the desktop. I
am unsure at this point. I think I am going to try removing office pro and
reinstalling it. I am thinking some tweek in the image is what is causing
this.
