Transaction Adding = Restricted?

When I try adding transactions (Now, I was able to add them before in this
video I'm doing) it has a black "Restriction" symbol which doesn't allow me
to add it. Anywhere else, earlier in the video though it will let me.
 
Transition?
If so, is there enough space on the two clips to enable it to be added? If
the transition is 5 seconds long it needs 5 seconds of video to be added to.
