Cookie are NOT software.
If you want to minimize tracking cookies presence on your
system, simply block third-party cookies. Cookies in NO
WAY can transmit anything. When you visit a site that
has stored a cookie onto your system, those cookies that
site has stored onto your system, and only those cookies
can be read by that host domain. If the site also uses
third-party cookies, cookies from another domain, those
cookies are viewable only by the other domain, not the
site you are visiting. These cookies track habits, and
CAN NOT get sensitive information about things like you
SSN, credit card accounts, bank accounts, etc, unless
they store presonally identifiable information. You can
set your web broswer to block cookies that store
personally identifiable information.
What I hate is when a "know-it-all" person like yourself
tells people something they know absolutely NOTHING
about. I can almost guarantee that you have almost no
experience with programming, nor web design. If you did,
then you wouldn't have made that absollutely STUPID and
IDIOTIC assertion that tracking cookies are software.
Before you tell someone something about a particular
subject, first get to know the subject before making an
a** of yourself by telling the world that tracking
cookies are software.

storing this page onto your system and read it over and
over to familiarize yourself with what cookies are before
you make the same mistake in the future. The last thing
you want to try to do is tell a web programmer that a
tracking cookie is software, as they will basically rip
you a new one and tell you to get lost, as they don't
want to deal with idiots like you.
