track changes won't shut off

I was in one document, and track changes was on, and I no
longer wanted it on and it would not let me shut if off.
The "track changes" slection on the tools menu was grayed
outed.

Can anyone tell me why and how to shut off track changes
in this instance?

Which version of Word?

What's the status of document protection? Do you see
Tools/Unprotect document, or Tools/Protect document?

Word 2002. I can turn document protection on and off, and
track changes is grayed out in either case.
