Prolly an electrical short that causes the ATX PSU to switch off as a
means of protecting the system.
There have been posts in other groups in the past where the chipset
actually burned because of a problem with the USB ports on the
motherboard. Plugging in a device into one of the ports either killed
just the USB ports or the motherboard. The only solution was to use an
add-on USB card. The problem seemed to be that there wasn't enough
isolation between the ports and the motherboard causing the problems.
A more likely cause is a front panel USB that has been mis-connected
to the motherboard. This is usually because the USB's internal leads
are "loose", not formed into a plug as such, so it's really easy to
plug them in incorrectly. Here's how they usually should go...

a = Red
b = White
c = Green
d = Black
e = sheild (usually not connected)
f =Ref
g = White
h = Green
i = Black
Just remember the Italian flag colors Red, White and Green for the
first three (a, b, c) and then Black for the last (d). Pins f, g, h
and i are the same as a, b, c and d but for the other socket (don'tmix
the two sockets' leads up!)
