I have a friend with an autistic child. The childs teacher says it would be
helpful to have a touch screen operated PC. She is open to using any OS.
I have seen keyboard emulators, but a touch screen version of Windows would
be a God send. Has anyone heard of such a thing?
Thanks,
Mark

Yes, there are such computers and many options to choose from.
Example: a portable touchscreen computer that runs XP by Sony

Quite a few companies came out with small portable touchscreen units this
year.

May want to contact Sony, as a few years ago they made a desktop PC that
had a pressure sensitive screen. I made a quick check at the Sony site and
don't see that model. I may have missed it or maybe a refurbished unit
could be located. I remember this unit because it made quite a buzz in the
graphics community (on screen artistry work was possible).

Tablet PC's are a relatively new entry in the PC market. Similar to the
above but portable. And they support writing directly on the screen. There
are case studies for implementations of this platform in the education
fields. A good reference site for these that includes a comparison chart of
different models: http://www.thetabletpc.net/

And Microsoft's pages on this platform (includes case studies):
