Total capacity not recognized

Installed a new 250 GB IDE hard drive, but when attempting to install OS,
system only recognizes 131 GB. What do I need to configure and how so that
the full capacity is recognized? Thanx!!
 
Does the BIOS recognize the new drive's size?

You must be installing either XP w/SP1 or SP2.

Does your computer's BIOS recognize the full capacity of the drive?
Many computers show this information during the Power On Self Test
before Windows XP starts to load.

Is your Windows XP Installation CD an updated one that includes
Service Pack 2? If not then you need to install the Service Pack 2
update and your system should then recognize the full capacity of the
hard drive provided the BIOS (as per above) is also doing so,
