Toshiba Laptop problem

My son in law has a Toshiba Satellite laptop and just installed a new
hard drive in it and when using the restore cd to reinstall windows xp
onto it, it only got to 18% restore and then it shut down. All other
attempts to do the restore operation again has failed. And now when
the laptop boots up it does for a flash get to the blue welcome screen
then it stops and goes to the dos prompt of waiting to be chosen to go
to safe mode but even then it still does not go to safe mode but
restarts and goes through the whole thing again. It is my suspicion
that the hard drive could be bad or that the cd rom drive on the
laptop is bad or even the cd could be dirty and needs cleaning and
that is the reason that when the laptop starts up and can't read
anything in the cd drive. Also sometimes I am told they do get a
NTLDR error message, this I am assuming means that the ntldr file did
not get installed on the restore attempt and that is the reason that
it will not go into safe mode but in my opinion the operating system
did not get installed all the way which means that they need to clean
the cd.

Is the hard drive recognized correctly by the BIOS? -Dave
