tooltips hide behind taskbar?

Lately, when ever I glide over the quick launch bar on the taskbar (I
have it along the top of a two level taskbar) the tooltips that pop up
telling me the name of the program hides behind the taskbar itself.
Sometimes I can see a sliver of the top of the beige box, sometimes it's
completely hidden. Also the tooltips for the icons in the notification
area are hidden in the same way.

If I have a maximized window open, the tip is hidden completely hidden
behind both the taskbar and the window.

I have balloon tips turned off in tweakUI, but I did that a long time
ago and this is recent.

I know most of the icons on sight, but some of them are pretty obscure
and used rarely - so a reminder of what they are without right click,
properties is nice. Also, sometimes I can find out the version I have
of a program by looking at the tip without opening the program.

Any ideas?

Apologies if this has been asked before. I did a quick look for hidden
tool tips on google groups, but nothing looked promising. And I got no
hits of any use in the MS KB. And this is my first visit to this group.

From experience with the Knowledge Base searches, you can't be too specific.
Plus I knew the article was there for I had seen it before. Took me a few
tries to come up with it myself!
