It looks like NirCMD may be the better choice as both of the above run
constantly as services. Memory: ToolTipFixer 6MB; Taskbar Visible 2MB.

Try setting that command into the Registry Run key, too.

Personally I like the Neosmart solution. It runs automatically as a service.
Install it and forget it. So far I've not seen the problem since installing
it.
