how can i prevent it from appearing next time i connect to the internet

Bashar,

Disable balloon tips:

Start/Run/Regedit and goto this location:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced.
Backup the registry first: http://www.mvps.org/sramesh2k/registry.htm
Modify "EnableBalloonTips" and set the Value to 0. To restore set the Value to 1.

They are not the same. You need to create a new DWORD value as said here:
http://www.winguides.com/registry/display.php/997/

Or, get the automated script from Kelly's site:
http://www.kellys-korner-xp.com/xp_tweaks.htm
[Search keyword "balloon"]
