Occasionally my terminal services will stop working and I can't terminal to
my machine. Are there any tools that either let me send a reboot command to
a pc behindd a firewall or open a command console session?

There are both.

If you can access the network your target machine is on, i.e. via VPN or
terminal services to another machine, command line TSSHUTDN and SHUTDOWN
commands may be available. I think SHUTDOWN is a resource kit piece.
TSSHUTDN is available on XP and probably Windows Server 2003--I have it on a
Windows 2000 server, not sure whether it is native.
There are also command-line shell applications in Resource Kits, but I don't
have either a reference or experience with using these--perhaps someone else
can chime in?
