Go to the immediate window (Ctrl+G) and use the command
RunCommand acCmdStartupProperties
This will open the Startup Properties window and allow you to check the Allow Default
Toolbars checkbox.

Next time, just hold the shiftkey down while you open the db. That'll
bypass anything you set in startup (providing you didn't disable the shift
key bypass)
