Tools, Security is greyed out

I would like to protect a web page using the security option under Tools
on the menu bar, but for some reason it is greyed out. How can I get it
to be active?

You need to have publish the content to be protected to your hosted account
as a subweb, then you need to open the subweb directly in FP, then and only
then, if the option are available will you be able to set permissions for
the subweb. If the option are still not available, then you host doesn't
allow you to have this type of control.
