Tools Options suddenly unavailable

Hi,

Running an Administator account under XP Pro, the IE6 Tools/Options suddenly
produces message 'This Operation has been cancelled due to restrictions in
effect on this computer. Please contact your system Administrator. I use
this regularly to switch on and off website background printing.

Is there a way to switch back on?
Yesterday I ran Spybot for the first time, could this have any bearing on
the problem?

Had checked all in Spybot settings tab, but not in Immune.

No, just altered setting in Spybot.
(After restoring to todays save point. I had gone back to 2 days ago with
Sys Restore to solve the problem initially, while waiting for help from you
guys!)
