Check if you happen to have the Outlook logo on the
desktop, right-click on it. You'll get the properties
option.
 
Sorry not sure what that'll do. I have Outlook working on the system. I
just seem to be missing the Tools | Accounts menu option for some reason

Instead of using tools, account, you right-click on the
Outlook icon (either on the dekstop or in the taskbar,
where the shortcuts are). Then, select Properties and
you 'll be able to create profiles/accounts
