toolbars wont stay locked

Use regedit.exe to go to the following key:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar

Under it should be the following subkeys:

Explorer
ShellBrowser
WebBrowser

Under each of those is a data item named "ITBarLayout". You probably
only need to delete this data item under the WebBrowser subkey if that's
the only place where you have the problem. This records which toolbars
are displayed and where they are shown. When you delete this key, the
default or standard toolbar layout will be used, so you will lose all
your customization and have to recustomize your toolbars, which ones are
displayed, and their positioning.

Deletes the following registry key; Resets Toolbar, Addressbar positions to
defaults. Restores hidden/missing bars:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar

If this does not help, run a scan using Ad-Aware (www.lavasoftusa.com) and
eliminate the spyware.

have reloaded ie6 and now the toolbars will not stay
locked where i want them any ideas

Get BHO Demon to see which BHOs (browser helper objects) you have
installed into IE. Maybe one of them is screwing up your toolbars,
especially if it adds its own button. You can disable the BHOs without
having to uninstall them, restart IE, and see if that solves the
problem. If it works, then reactivate one BHO at a time until the
problem reappears.

If you have the toolbars locked, try unlocking them for awhile to see if
the problem continues.

Try not showing any toolbars other than the Standard and Address
toolbars to see if the problem goes away.

Run Ad-Aware and SpyBot to make sure some crap spyware isn't try to
alter the toolbars.

Under HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar,
the WebBrowser and ShellBrowser will have subkeys with a long string of
characters to identify each toolbar that is configured to show up as a
selection with IE. For example, under the ShellBrowser subkey is a data
item named "{01E04581-4EEE-11D0-BFE9-00AA005B4383}". I go to
HKEY_CLASSES_ROOT\CLSID\{01E04581-4EEE-11d0-BFE9-00AA005B4383} and see
that the default data value is "&Address" so it is for the Address
toolbar in IE. Maybe you still have a toolbar definition under the
ShellBrowser or WebBrowser subkeys which no longer has a class ID
definition (to define what to execute) or the class ID is corrupted for
that toolbar or the server specified by that class ID registry key no
longer exists.
