Toolbars greyed out except Text Labels

Not able to turn any of the toolbars off or on or
customize. When I right click on any tool bar all I see
is a menu showing the names of the toolbars and showing
which ones have check marks next to them but they are all
greyed out. Then at the very bottom of the menu is an
item "Text Labels" which adds text under the icons if you
click it on.
How can I fix this so I can remove or turn off some of the
toolbars?

Search your registry for the key "NoToolbarCustomize" and change the value
to zero or delete it.
Or see line 192 here http://www.kellys-korner-xp.com/xp_tweaks.htm for a
registry file (.reg) to use to possibly clear up this matter. You can right
click on the file after downloading it and choose "Edit" to see what it does
before right clicking on it and choose "Merge" or double clicking on it to
use it.
