toolbars and address bar

I am using IE 6.0 and Windows XP. I am trying set up my
browser so that the address bar is on the top row and I
only have 2 rows of address bars instread of the default
3 rows. I unlock the bars move them around and relock
them. When I restart the browser later on the changes I
have made do not stay. Can I make the changes permanent
or do I have to do this every time?
