Toolbar shortcut doesn't work

On the bottom toolbar is the Desktop Toolbar for launching programs. The MS
Office programs will suddenly not launch when chosen! Any idea what is wrong
and how to FIX? When I choose a program nothing happens.
I can however right-click and choose open.
Help.

PS: the problem is only with MS Office applications.
