Toolbar imagelist

I need to have a toolbar which is basically the same (back/next) buttons for
a lot of forms. The imagelist is added as a local resource to each form. Is
there a way to share the imagelist between forms ?

A language/environment I use for desktop Windows applications can do
exactly this. There's a non visible module type and you can place the
imagelist there. Then you can use this in all your forms and have the
design time visibility.

I won't mention the name of this tool/language here as it's not from MS ;-)

I wouldn't use the designer anyway as it's too restrictive for
multi-resolution displays.
