Toolbar disappears in Outlook

Is anyone aware of a fix for a chronic disappearing
toolbar in Outlook 2000? The Standard toolbar is selected
but doesn't display (it's not floating on the screen
elsewhere) or displays on the main window, then disappears
once you exit Outlook. This filters down to all sub-
windows as well.

locate outcmd.dat and rename it to old. This will reset the Toolbar
default location; C:\Documents and Settings\%username%\APPLICATION
DATA\Microsoft\Outlook
