toolbar button

i want ot be able to place a button on the toolbar of
internet explorer with the option to be able to turn on
and off the 'show picture' radio button which can be
found in 'tools,internet options,advanced then scrol down
to the mutimedia section'.
this is because i have a slow dial up connection, and
with the show picture button off the pages load faster,
but i hate the hassel of going into tools...etc.
but if i had a button that i could press that would be
much easier.

so is there a way of doing this, please keep in mind im
no programmer.
