tool for adding multiple accounts across multiple domains

Hi group,
I am currently an administrator for about 30 different domains. Each
domain is it's own physical location with it's own DC. Diagram:

I sit at company A managing the domains for companies Z, X, Y, W, and
Q. The vpn is site-to-site. There are no trusts between any of the
domains. I am looking for a tool, preferably GPL, that allows me to
create a AD user and effectively "push" it out to every other domain.
As it stands now, when we get a new employee at company A, we have to
go to all 30 of our client domains and set up a user account for our
new employee. Obviously, this is a hassle. Any thoughts?

why not create trusts and use something like the account resource domain
model?
 
Each site is a different company. Due to certain "political" reasons,
trusts are not an option.
