Tool bars rearranged, even though locked

I have my IE 6.0.2900.2180.xpsp_sp2_gdr.050301-1519 set up with the tool bars
just the way I like it. (also have msn search installed for the tabs.)
I lock the tool bars so they may not be moved. Just yesterday I clicked on
a link to do a survey, and the tool bar locations were reset.
This happens occasionally, and I would like to know how to set it so that
they can not be rearranged without my permission.
Any suggestions?
