Tool Bar

When I am in any folder on my computer, if I click on
file, edit, view, etc, my computer totally freezes. It
does not do it when a web page is up and I use that tool
bar, only the tool bar in my folders. I have tried several
times to "repair IE 6", but it hasn't helped. Do I need to
uninstall and reinstall IE 6, or is this a different
problem I have with my computer?
