tool bar text size & Jungle desk top and theme

Can I change the text size and font of the windows tool bar titles: File,
Edit, View, Favorites, Tools, Help?

On Windows 98 I had a Jungle theme and desk top. Is it available for XP?
Where can I get it?

Change the item "Menu"

No real idea, as the Win98 themes never did much for me but have a
