Tool Bar Problems- Help

Hi
My tool bar playing up can not access it at all will not allow curor to rest
on for example home button. Cursor just jumps around. Unable to delete
contents of Windows mail "delete box" due to this

What "toolbar"? Remember, no-one can see your computer except you - you need
to be VERY specific and detailed....
