tool bar options know showing

whenever i click on the FILE, EDIT, TOOLS, AND HELP, the
drop-down options does not showup. But, the drop down
options are there when i click on the FAVORITES on the
tool bar. Does anyone know how I can reset this feature
so that when i click FILE,EDIT, TOOLS, AND HELP the drop-
down options show up
