Tool bar missing in Excell 2003

When I open a saved spreadshheet, the toolbar is missing,
To restore it, I have to go to App Data and remove the "green" Excel
operator command file, then the toolbar reappears and everything is
fine. That takes a bit of time, and in a busy office, is becoming a
problem, as others use the computer under different profiles. We all
have to go through the same solution each time we log on to use the
computer.
There are other computers in our office, all networked, but this is
the only machine with the problem.
Any ideas as to how to restore the toolbar and make it stay for all
users?
 
If the operator command file is "excel11.xlb" and the font is colored green
that means the xlb file is being saved in an encrypted state.

Why is the question that needs to be answered.

I would check with your IT person.

Thanks, we'll ask 'the IT person', but most likely won't get an
answer, because the IT person has already tried to resolve the issue,
and the best he can come up with is " I don't understand why you are
having trouble with this computer, and not having the same problem
with the others".
 
Did I guess right about the filename and it being encrypted?

If your IT person's reply is what you surmise, I would suggest to Management
that a replacement is long overdue.

Well, he did get it fixed, took him most of the day, and we all lost
our personal settings, as well as several other Excel files. As for
management needing to replace the guru? Apparently, there is a problem
there, too, as management is still trying to figure out why we thought
we have a problem, since there was a workaround.
I thought we were talking about a setting change, but Mr. Guru removed
and reinstalled Excel to fix the problem.
Oh, well, it works now, and will only take several more days to
rebuild all our other spreadsheets.

Well, when Monday rolled around, We all had shut down and restarted.
Excel basically was unusable, not just at the one station, but all
stations now. All our spreadsheets went somewhere, we just don't know
where. I finally found mine in my documents, but, My Documents and
most of my other shortcuts were gone from our desktops. We can make
all our shortcuts again, but the toolbars are gone in all spreadsheets
now, even a "new document". Have any ideas as to where we might find
them? Would you give advice as to how to kill a (loosely quoted)
"guru"? I think this guy heard of Excel last week!
The 'green' file does not exist now, though. So he did something
right, maybe, but did something nasty in the process.
