Tool Bar is not active

This is odd. My tool bar (with Start button and clock etc), will not
respond to anything I do. If I click the start button, nothing happens. If
I right click the tool bar, nothing happens. I've tried a clean boot in
safe mode... it works fine, but I can't tell what's wrong. I installed
Kazaa a while ago and I suspect that is the problem, so I tried to do a
system restore back to before Kazaa was installed. The system restore did
not work either "Cannot restore". I can run stuff from the desktop and by
doing a CTRL-ALT-DEL to the Windows Task Manager but that's it. I'm looking
through google to see if anyone else has had this problem, but if someone
knows a quick solution, please respond....

Thanks Rich. I found a solution on her site that worked (so far so good).
