tool bar changes

What happened to my choices of "file," "view," etc. when I open Windows
Explorer? How can I get them back?
 
On the far right click on the Tools button and select Menu Bar.
 
Sorry, I was looking at IE. On Windows Explorer click on Organize,
highlight Layout and select Menu Bar.
