Tool Bar Access

I don't know what i hit but now when I go to open
Tools/Internet Options on the IE6's Tool Bar I get a
message saying restrictions: This operation has been
cancelled due to settings on this computer. Please
contact your system administrator. What gives? How can I
change this? Thank You. Happy New Year. Jeff J

uninstalled Spybot.
